Aside from the elves of Nagarythe having dark hair and the white hair and pale skin coming from dark magic practice, I think all elves can have all hair and skin colors. DEs are also not in the sunniest of places, so they come off being very pale, the dark magic in the air giving them a purple-ish tint maybe.
